How do I find journals that do not charge publication fees?

Remember, compliance with the NIH Public Access Policy is free and the Policy does not require publication in journals that charge any fees. To avoid publication fees, authors could submit to traditional subscription journals, no-fee open access journals, and the subscription route to publication in journals that follow a hybrid model (i.e. journals that are subscription by default but allow open access publication for a fee). 

To identify journals, seek recommendations from researchers in your community or, for no-fee open access journals, consult the Directory of Open Access Journals (selecting ‘journals without fees’). Evaluate any journal with which you are unfamiliar using Think. Check. Submit.
