Yes. Reasonable costs associated with publication that are allowable costs of the project budget may be requested as direct or indirect costs, as specified in the GPS 7.9 and as incorporated into the terms of Other Transaction agreements and applicable contracts.
In contrast, unallowable costs include fees for services, such as peer review, for which there is no resulting, publicly available product; fees for submission to the Author Accepted Manuscript to PubMed Central; fees for publishing services that are charged differentially because the Author Accepted Manuscript is subject to the Policy or because the work is the result of NIH funding; and costs for services incurred after closeout of the award.
The NIH recommends consulting the Supplemental Guidance on Publication Costs for more information, including assessing reasonable costs and identifying unallowable costs. Remember, compliance with the NIH Public Access Policy is free and the Policy does not require publication in journals that charge any fees.
