Are there any fees to comply with the NIH Public Access Policy?

No, compliance is free. Any fees arising during the publication process for the sole purpose of submitting the Author Accepted Manuscript to PubMed Central are not allowable under the NIH Public Access Policy.
Additionally, compliance does not require publishing in journals that condition publication on the payment of fees, such as the subset of open access journals that charge Article Processing Charges (APCs). See the NIH’s Supplemental Guidance on Publication Costs.
